The bull could just shake his neck and not move a step and the owner would think that the mill is running. And when he comes in in the evening, he would find that not a drop of oil has been produced.
The owner is puzzled by hearing the idea. He responds to the boy that, until now nothing of that sorts have ever occurred here and his bull does not think logically. The poem sheds light on the mannerisms of logical thinking. The poet tries to convey the message that practical knowledge often fails logical thinking.
